In accordance with the Notice on Issuing the Interim Measures for Social Stability Risk Assessment of Major Fixed‑Asset Investment Projects of the National Development and Reform Commission (NDRC) [NDRC Investment No. 2492, 2012], the Notice on Issuing the Interim Measures for Social Stability Risk Assessment of Major Fixed‑Asset Investment Projects of the Shandong Provincial Development and Reform Commission (Lu NDRC Investment [2014] No. 471), as well as other relevant requirements at the national, provincial, and municipal levels, public participation in the social stability risk assessment has been conducted for the “Phase III High‑End Pharmaceutical Packaging Materials Project of Shandong Linuo Pharmaceutical Packaging Co., Ltd.: Industrialization‑Supporting 110 kV Substation Project.” The relevant project details are hereby announced as follows:

I. Project Overview

1. Project Scope and Location

(1) Voltage levels: 110 kV / 10 kV.

(2) Main transformer capacity: 2 × 50 MVA in the current phase, with a future expansion to 3 × 50 MVA.

(3) On the 110 kV side, a single-busbar configuration with three sections is adopted; the 110 kV outgoing lines comprise two 110 kV overhead feeders.

(4) 10 kV Outgoing Lines: The 10 kV system employs a single-busbar configuration with sectionalization; both cable and overhead outgoing lines are provided. Currently, there are 24 circuits, with plans to expand to 36 circuits in the long term.

(5) Reactive Power Compensation: Each 50 MVA main transformer is equipped with one ±10 Mvar static var generator (SVG) unit; in this phase, two SVG units are installed.

(6) Neutral-point grounding method: The 110 kV system employs direct neutral grounding; the 10 kV side uses a low‑current grounding system, incorporating an arc-suppression coil and a low‑resistance grounding scheme.

(7) Project Address: Within the factory premises on the east side of the Phase III project of Shandong Linuo Pharmaceutical Packaging Co., Ltd., Shanghe County, Jinan City.

2. Total Investment

The total investment for the project is RMB 59.5751 million.

II. Main Contents of the Social Stability Risk Assessment

Shandong Linuo Pharmaceutical Packaging Co., Ltd. has conducted an assessment of potential social risk factors arising from the construction of the 110 kV substation project, which serves as an industrialization support facility for the Phase III high-end pharmaceutical packaging materials project. The analysis proceeds in a tiered manner, covering four key aspects—legality, reasonableness, feasibility, and controllability—through “risk investigation, risk identification, risk estimation, risk prevention and mitigation measures, comprehensive risk-level evaluation, and final risk conclusions.”

III. Scope and Key Issues for Public Consultation

Stakeholders who may be affected by the project include citizens, legal persons, and other organizations.

2. Main issues for public consultation

The impact of project implementation on local economic and social development; the effects of project implementation on the local environment, transportation, land use, safety, and other aspects; the implications of project implementation for local residents’ production, daily life, and other areas; the factors that may undermine social stability during the project’s decision‑making, preparation, construction, and operation phases; the issues of greatest concern during the project’s implementation process; and any additional comments or requests.

IV. Validity Period of Information Release
Within five business days after the publication of this notice.

V. Main Modes of Public Participation

The public may submit comments and suggestions regarding the social stability risks of this project to the project proponent and the analysis agency via email, letter, telephone, or other means.
